Question by Donna: Should we be drug testing welfare applicants?
I believe it’s fair to charge applicants for the cost of a drug test. If it comes back clean, the cost is refunded and the person is eligible for a year. If it comes back dirty, the money goes to the state and the person is ineligible for a year.

What’s wrong with that system?
